- The property’s primary use is as a retirement village or aged care facility (This excludes hospitals and medical facilities)
- The property is not strata or group titled
- The Land Use Code is:
- 2100 series: Residential institutions, aged people’s homes (Non-Medical Care), or
- 2700 series: Aged people’s home, nursing home, convalescent homes.
